bitwiseNot

The bitwiseNot Macro performs a numeric bitwise not of the argument
expression, returning the value of the result as a binary Integer. This function also operates on the individual bits in a ByteVector or BitVector,
returning the altered Vector. The first argument must be either a ByteVector or a
BitVector. Any other Vector arguments must be of the same type. All scalar arguments
must be either 0 or 1. When to use The bitwiseNot macro results in the following substitution. Use whenever a
bitwise complement is required. (bitwiseNand exp exp)
(bitwiseNot exp ...) Returns the result of the bitwise not operation.
