The setq function alters the I-th element in a Matrix to a specific value.
The Matrix can also be accessed by indices across its dimensions if the Matrix has a
rank greater than one.
Use the setq when you want to replace an existing element in a Matrix or dynamically expand and add an element to a Matrix.
(setq matrix index newValue ) Returns an updated Matrix.
