The binaryNot Macro performs a numeric bitwise not of the argument
expression, returning the value of the result as a binary Integer. When to use The binaryNot macro results in the following substitution. Use whenever a
binary complement is required. (binaryNand exp exp)
(binaryNot exp ...) Returns the result of the binary not operation.
